The number of foreign residents in Japan continues to grow, including those who have lived in the country long-term. Although many often have limited access to community networks and administrative services, leaving them isolated within their local communities.
Underlying Issue
Approximately 3.8 million foreign residents in Japan (Immigration Services Agency, 2024) and the number continues to increase each year. However, many face challenges accessing administrative and remain isolated from local communities due to cultural and language barriers, limiting their connection to society.
To prevent this, it is essential to promote social inclusion as part of local communities and strongthen collaboration across society, including local government, businesses, and civil society organisation.
SHAPLA NEER’s Approach
SHAPLA NEER aims to foster inclusive communities where coexisting with foreign residents is recognised as everyone’s responsibility. In Shinjuku Ward, Tokyo, we support communities from diverse culture and language backgrounds in accessing essential information and resources, while creating opportunities for residents of all backgrounds to connect and support one another . We also share our knowledge with the wider community to promote inclusive practices.
We operate “Mazarina”, a multicultural community space designed for casual discussion and interaction. Cultural exchange events, storytelling and other activities empower communities to take the lead and deepen mutual understanding. In collaboration with Lemon House, we also operate “Mazarina Lemon”, a child-friendly community space for families, strengthening community support and providing an inclusive, safe space for children.
Educational seminars enable families from diverse ethnic backgrounds to identify key challenges in their daily lives and how to access local support systems. Thus, empowering them to successfully and autonomously address personal issues.
Through meetings, events and volunteer initiatives, we foster collaboration and encourage citizen participation in building an inclusive, multicultural society beyond Shinjuku.
